Banks made no difference in this situation . In September 2013, as a result of the announcement of the lost of a part of bad credit or clearing balances virtually worthless assets , the banking system declared a total loss for the first nine months of 12 million. But in the last quarter came a surprise . Banks not only managed to cover losses from January to September period , but managed to declare earnings of 65 million dollars. The question is how is all this flooding . At the end , how could a banking system with bad credit rate of 24 percent , has not recorded any loss year since 1999 !Moreover , due to the reduction of public debt proceeds , many bankers are complaining to the policy of the Bank of Albania to decrease the interest rate . According to them , it is illogical to lower interest rate , because in this case dissolved gains from investment banks in public debt .
