In an economic context , is against economic logic and counterproductive to shorten time jobs at the peak of unemployment . Against the logic of the market is required to carry a passenger van in another city and in return not to take passengers . Driver injustice done in this case , is essentially the same injustice that would become an airline imposing absurd rule that its planes to fly to a destination and returns do not take passengers . This restriction is not in harmony with economic logic . Operating costs increased artificially . Meanwhile , at a time when the state suffers transport capacity ( eg Albania , virtually no passenger transport by train ), the placement of such bureaucratic restrictions is well sighted and premature . Bureaucratic rigor ( legal ) conflicts with reality .


The government should not violate the law that governments Nano and Berisha neglected for about 15 years . But it is also too late to apply blindly . It should amend, making it applicable to today's circumstance . Because should not forget that it governs in a concrete economic and social ground that there is continuity , although governments are changed . Law enforcement needs to be done , even with determination . But step by step and in those parts that do not kill the legitimate interests of citizens , although developed in the years when the law is silent . Illegality must dismantle , but the interests of citizens should not be victimized . Without empathy for people and their problems , law enforcement becomes cynicism .
