The spiral of silence theory argues that every individual , as part of the public , knows no disagreements . He will be silent or speak . Speaks when he sees that his opinion is strengthened and dominates . Otherwise , silence falls depressed and isolated when satisfied that there is no support . Those who think they are silent on poor and surrender or they think they are powerless , are isolated and without influence .
