I think that the government should draw up a plan , if not centuries to provide water to multiple use and to build a network of transporting water from various accumulations should be located on the southern and western part of Kosovo , because numerous water resource located in these areas . In this dimension , I believe that state institutions and civil society should be sensibilizonin this issue , in order to open a long debate and academic - professional , which will be taken up issues of sustainable water security for Kosovo throughout the 21st century . In this sense we as a society will have to raise our few questions dealing with the challenges of the 21st century touching Kosovo , where water scarcity is one of these challenges .According water legislation and local government legislation , municipalities are responsible for water resources management and water supply to their citizens . But municipalities can not make national policy , they can interfere in national policies that may have direct effects or indirect water supply , such as how to manage rivers , forests and other resources that lie in their territory .
